Presentation of Proposal.
Public hearing on applications filed by SLS West Loop, LP, in accordance with Chapter 24, Planning and Zoning, Article VI, Amendatory Procedure, Section 24-604, Application for Planned Development Amendment, of the Code of Ordinances of the City of Bellaire, Texas, for three (3) planned developments on an approximately 19.3 acre site located at 5901 S. Rice Avenue and the eastern portion of 4800 Fournace Place in the North Bellaire Special Development District - Submitted by Michael Leech, Director of Public Works and Development Services.
The Mayor will recognize speakers who have completed a sign-up sheet prior to the commencement of the public hearing. Each speaker shall have a time limit of up to five (5) minutes, with no extension, and with notice after four (4) minutes that one (1) minute is left. Questions from the public shall be addressed to the Mayor, and the Mayor and members of the City Council may refer such questions to staff.

Oral public comment on the subject matter of the public hearing will not be received following the close of the public hearing. The public may submit written comments to the City Council prior to its final deliberation. All written comments must be received in the City Clerk's office by noon on the Thursday preceding the meeting of final deliberation for inclusion in the official record of the proceedings. It is anticipated that final deliberation will occur on Monday, February 21, 2022; therefore, written comments should be submitted by noon on Thursday, February 17, 2022.

To address the City Council, please complete a sign-up sheet (located at the entrance to the Council Chamber) and submit it to City Clerk Tracy L. Dutton prior to the time for personal/audience comments. Each speaker shall have a time limit of up to five (5) minutes, with no extension, and with notice after four (4) minutes that one (1) minute is left. In the event of pressing business before the City Council or matters requiring its immediate attention or action, the City Council may, prior to the opening of audience comments, set a different maximum time limit for each speaker by a vote of four (4) members of the City Council.
The purpose of this item is to allow the residents of Bellaire and other interested persons an opportunity to address the City Council on agenda issues and on non-agenda issues that are a matter of the jurisdiction of the City Council (i.e., City policy and legislative issues). Non-agenda issues regarding daily operational or administrative matters should be first dealt with at the administrative level by calling City Hall at (713) 662-8222 during business hours.
[Note: The Texas Open Meetings Act, Texas Government Code, Chapter 551, prohibits the City Council from fully discussing, debating, or considering subjects for which public notice has not been given on the agenda. Issues that cannot be referred to the City Staff for action may be placed on the agenda of a future City Council Session.]

Consideration of and possible action on the adoption of a resolution of the City Council of the City of Bellaire, Texas, approving an application for grant funding through the Office of the Governor, Criminal Justice Division - General Victim Assistance Direct Services Program, for Fiscal Year 2023, and designating the Interim City Manager as the City official with authority to apply for, accept, reject, alter, or terminate such grant funding - Submitted by Onesimo Lopez, Chief of Police.

Consideration of and possible action on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, amending Chapter 9.5, Alarm Systems, Article I, In General, Section 9.5-1, Definitions, Section 9.5-2, Permit required, Section 9.5-3, Permit application, Section 9.5-4, Notification; duty of permit holder, Section 9.5-5, Permit required for existing alarm system, Section 9.5-6, New permit required upon transfer of property, Section 9.5-13, Alarm system requirements, Section 9.5-18, Notification duties of alarm system business/telephone answering service generally, Section 9.5-20, Fees and charges, and Section 9.5-27, Suspension or termination of permit, of the Code of Ordinances of the City of Bellaire, Texas, to clarify the requirements for alarm systems within the City of Bellaire, Texas, to require annual permits for alarm systems, and to establish fees for permits and false alarms - Submitted by Onesimo Lopez, Chief of Police.
Consideration of and possible action on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, granting a code suspension related to Chapter 27, Streets, Sidewalks and Public Places, Article V, Public Parks, Section 27-96, Laurel Street Open Space Policy, of the Code of Ordinances of the City of Bellaire, Texas, for the purpose of providing an area for storage of pool equipment associated with the operation of the Bellaire Family Aquatic Center and approving proposed improvements to the Bellaire Family Aquatic Center in an amount not to exceed $150,000.00 - Submitted by Karl Miller, Director of Parks, Recreation and Facilities.
Consideration of and possible action on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, authorizing the Interim City Manager and the City Clerk to execute and attest, respectively, a Standard Form of Agreement with MBCO Engineering, LLC for engineering design, surveying and urban forester services for the construction of sidewalks along the 4700-5000 blocks of Maple Street, in an amount not to exceed $98,235.00 - Submitted by Michael Leech, Director of Public Works and Development Services.
Consideration of and possible action on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, authorizing the Interim City Manager and the City Clerk to execute and attest, respectively, a Standard Form of Agreement with ARKK Engineers, LLC, for construction management and observation services for the GLO Contract No. 19-227-000-B671 / Bonds for Better Bellaire 2016 Street and Drainage Project for the 4300 block of Cynthia Street (Group C Phase 3 - Package 1) in an amount not to exceed $89,480.00 - Submitted by Michael Leech, Director of Public Works and Development Services.
Review and discussion regarding proposals and qualifications received for executive search services, and consideration of and possible action on the adoption of an ordinance of the City Council of the City of Bellaire, Texas, authorizing the Mayor and the City Clerk to execute and attest, respectively, a contract for executive search services for the position of City Manager, or such other action as the City Council may deem appropriate relating to the selection of a professional firm to provide such executive search services - Submitted by Andrew S. Consideration of and possible action to direct staff to develop an ordinance that would empower staff to take precautionary actions and enforce recommendations from environmental reports and engineers in commercial development/redevelopment/remodeling projects - Submitted by Catherine Lewis, Council Member.
Community Interest Items from the Mayor and Council.
It is the intent of this item to provide members of the City Council the opportunity to make a report about items of community interest, which may include expressions of thanks, congratulations, or condolence; information regarding holiday schedules; honorary recognition of City officials, employees, or other citizens or entities; reminders of upcoming events sponsored by the City or another entity that is scheduled to be attended by a City official or City employee; and announcements involving an imminent threat to the public health and safety of people in Bellaire that has arisen after the posting of the agenda.
No action may be taken on a reported item of community interest, and no possible action discussed except a proposal to place the subject on the agenda for a subsequent meeting.
